The Economic Development Committee is a standing committee of the Tla’amin Nation Legislative Assembly.

Its role is to support the Tla’amin Executive Council in overseeing economic development and to keep the Legislative Assembly informed about economic development activities on behalf of the Nation.

The Economic Development Committee is responsible for:

  • Developing and recommending an economic development plan to Executive Council, updated annually
  • Identifying and researching new business opportunities for the Nation or Tla’amin Citizens
  • Reviewing concept studies and business plans, and advising Executive Council on whether new opportunities should be pursued by a Tla’amin Business, offered to a Tla’amin Citizen, or set aside
  • Advising Executive Council on negotiations — including those involving rights under the Final Agreement — that could affect the Nation’s economic future
  • Guiding the development of new business relationships and joint ventures
  • Keeping Tla’amin Citizens informed about economic development activities, Tla’amin Businesses, and the economic development plan
  • Reviewing the annual financial statements of Tla’amin Holdings Limited Partnership and each Tla’amin Business
  • Taking on additional responsibilities as assigned by Executive Council

Membership

Justin Bull

Justin Bull Chair

Justin is the Academic Director of the Centre for Climate and Business Solutions at the UBC Sauder School of Business. He also leads the Masters of Engineering Leadership and Masters of Health Leadership and Policy in the Faculty of Applied Science. He serves as a board director with Nak’azdli Development Corporation, TMSLP, and Advantage BC. He earned a BA in International Relations (2005) and a PhD in Wood Science (2015) from the University of British Columbia. He’s the father of three young children and spends whatever time he can with them outside in the woods, learning the names of trees.

Shanna Kinch

Shanna Kinch Member

Shanna is a proud ɬaʔamɩn citizen residing in the qathet Regional District with her husband, Matthew, and two children, Mason and Rosalie. She oversees Tla’amin Nation Government’s major initiatives related to the Comprehensive Nation Plan. Shanna brings over 15 years of experience in management, planning and program delivery from her time with the BC Public Service and the First Nations Health Authority. Shanna is grateful for the opportunity to meaningfully contribute to the Economic Development Committee’s important work in advancing initiatives that reflect community values and long-term sustainability.

Chris Mullen

Chris Mullen Member

Chris Mullen is a chartered accountant and member of Gambler First Nation. He articled with Price Waterhouse Coopers (PWC), completing his Chartered Accountant designation in 2008. Chris has worked in a variety of roles within Indigenous communities and organizations, primarily focused in the areas of financial management and administration, business and strategic planning, and healthcare. He was born and raised in North Vancouver, where he lives with his wife and two young sons.

Chris Vecsey

Chris is a real estate executive with varied industry experience who holds the roll of VP Finance at Amacon, one of Canada’s largest privately held Real Estate Developers.
Prior to working in the private sector Chris spent 14 years at HSBC Bank as a corporate lender both internationally and in Canada, including 5 years in the Vancouver Commercial Real Estate Financing Group. Chris was appointed to the Economic Development Committee in October 2024 for a three-year term.

Jordan Mitchell

Jordan Mitchell Member

Jordan’s traditional name is tᶿi ʔayi, and his given name is Jordan Mitchell. He is descended from the Paul and Mitchell families and is a proud father of three. Jordan was born and raised in t̓išosɛm and spent the majority of his working life in heavy industry. Mitchell says it has been an honor to contribute to the community’s economic development alongside some brilliant and experienced board members from across the province. He works hard at maintaining community perspective, a strong voice and taking a longer view of potential community impacts of our decisions.

John Hackett

John Hackett Member

John Hackett was born and raised within Tla’amin Territory and resides in the T’ishosum community. He attended Nicola Valley Institute of Technology from 2002 – 2004 to complete the Natural Resource Technology Diploma Program. Upon completion he joined Sliammon Treaty Society to develop the Tla’amin Wildlife Harvest Plan to support Tla’amin’s Land and Water Use Plan. He also observed hands-on negotiations between Tla’amin Nation and the Provincial and Federal Governments. In 2006, he transitioned to the Tla’amin Forestry Department to manage the Nation’s woodlot and in 2006 he was elected to Council for our Nation. He held this seat for 14 years till 2020, when he was elected as Hegus of Tla’amin Nation, a position he holds today.

Losa Luaifoa

Losa Luaifoa Member

Losa is a Tla’amin Citizen with two decades of executive experience in First Nation and municipal governments. Formerly executive secretary at the city of Surrey and Tsawwassen Nation, Losa is the Executive Council member responsible for Finance and Administration. She serves on Finance and Economic Development Committees.
